JAKED GHOST BIKES

Whilst on on a mini park tour around Seattle's finest portside, sketchier parks, I noticed a bike that resembled a GHOST BIKE, yet it was being operated by a possible homeless man.  SEE?

Q: what are the ethics if any that argue for or against JACKING a GHOST BIKE?
Does this man have no scruples, has he played the game? If a man is homeless, hungry, without means of viable travel, then does SNACKING a GHOST BIKE justifiable, and should he be reported? After all he is re-introducing a perfectly good bike back into it operational state, right? There are a number of pros and cons here that we could gaggle about for hours and feel like we've made some progress for some existential purpose. I say let the guy ride.
If the original owner "may the heavens keep his/her at peace", advocate for a complete overhaul in bike awarness then can this GHOST JACK be blessed by the original owner, "RIP"?
